Superintendent Kim Ji-Chul was born in Cheonan, South Chungcheong Province in the year 1951 and received his bachelor degree in English Education at Kongji National University in 1974 and master's degree at Dankook University Graduate School of Education in 1988. Kim was an educator at Taean Chungcheongnam-do Council of Education from 2010 to 2014 and is now the Superintendent for the Chungcheongnam-do Office of Education
