Halsey Rogers is Lead Economist with the World Bank’s Education Global Practice and served as Co-Director of the World Development Report 2018: Learning to Realize Education’s Promise. Before that, he co-authored the Bank’s Education Strategy 2020 and served in the Bank’s research department. His recent research and policy work focuses on learning and the quality of education service delivery, outcome and process metrics, teacher effectiveness, and COVID-19 response and recovery. Halsey has published widely in peer-reviewed journals, including the Quarterly Journal of Economics and the Journal of Economic Perspectives, and has advised governments in every region. He received his PhD from UC Berkeley.
